While free markets in several forms exist in China now, democracy does not and may prove to be the last major change China will undergo. It is the purpose of this paper to examine how the politics of Shanghai are leading the modernization of the rest of the country and subsequently expanding the world globalization efforts. These political changes have been almost entirely economic, but they are significant. Therefore, by examining the economic changes in Shanghai, we also examine their political reform.
